William Blacklock established the company in 2007 to provide consultancy services in skills, qualifications and regulation. In 2009 David Haynes joined as a Director and the company’s operations expanded to include information consultancy. The company grew in order to provide a wider range of services in information management, project management and regulatory support.

At Aspire Squared we work collaboratively with clients and engage on their behalf with their customers and stakeholders using a range of consultancy approaches. We can bring an external perspective to secure lasting solutions to client needs and to ensure the achievement of specific targets through proactive project management.

Who we are

David Haynes

David is a management consultant specialising in information, knowledge and records management. His areas of expertise include metadata, knowledge organisation and information governance. David’s career as an information consultant has spanned many sectors including: finance, engineering, pharmaceuticals, and public authorities. He was Head of Consultancy Services at CILIP and worked as Principal Consultant with the engineering firm Atkins. David is an Honorary Tutor at Dundee University and also provides on-site training on Metadata. He is a member of the British Computer Society (BCS), a certified Management Consultant and a Fellow of the Chartered Institute of Library and Information Professionals (CILIP). He is a registered PRINCE2 Practitioner.

William Blacklock

William is an education consultant specialising in skills, qualifications and regulation. He worked for the City and Guilds of London Institute before moving to the National Council for Vocational Qualifications (NCVQ) and then to the Qualifications and Curriculum Authority (QCA). William played a key role in developing regulatory policy, the process of awarding body recognition and qualification accreditation and review before becoming Principal Manager (Science and Technology). More recently he was Director of Policy and Research at Automotive Skills where he helped establish the new Sector Skills Council. William completed his doctorate in education at the Institute of Education and wrote his thesis on the regulation of qualifications.
